STATS:
This build should be majorily Stamina based with Spell Damage based Beaming. I currently use all Attribute points in Stamina.
Divines on most of your gear is to help you gain more benefit from [The Thief] Mundus stone. You want to reach a crit damage cap of 125% max. (You start at 50% crit damage. So if it says, 40%, then you are at 90% total. If it says 75%, you are capped.)
Magickal Harm Enchantments on the jewelry also help to hit harder with the
Pragmatic Fatecarver and
Radiant Oppression and the Infused traits to make them stronger.
GEAR:
Tide-Born Wildstalker - This set increases your damage with
Pragmatic Fatecarver and
Radiant Oppression.
Deadly Strike - This set also increases your damage with
Pragmatic Fatecarver and
Radiant Oppression.
Oakensoul Ring - This ring gives you alot of buffs (see the buffs list,) at the cost of using only one of your two skill bars. This makes for easier learning and play while giving a large boost to your damage, sustain, and survivability.
Slimecraw - One piece for the extra Critical Chance.

SKILLS:
FRONT BAR
Power of the Light - Mark one target, deal a lot of damage and after a few second the
Power of the Light will burst for a base amount times up to 200% based on how much damage was done in that time. Make sure to have it up on cooldown.
Cephaliarch's Flail - Spammable that heals you when it hits the enemy, and immobilizes, and you deal 5% more damage to something drenched in the ink.
Pragmatic Fatecarver - This is your bread and butter, every time you max out your crux with
Cephaliarch's Flail, you can use all of your Crux to increase the damage of your Beam attack.
Deadly Strike and
Tide-Born Wildstalker both increase your beam's damage output.
Deadly Cloak - Use on cooldown to do extra damage as you fight, and to give yourself some survivability from AOE attacks with Major Evasion.
Radiant Oppression - This is your execute ability, use it instead of
Pragmatic Fatecarver when the boss or enemy is at 40% health or less to do a lot of extra damage.
ULTIMATE
Flawless Dawnbreaker - Use on cooldown when it is ready, it hits hard on its own, and increases the damage you do for 20 seconds after it is used.

Additional Comments:
Consumables
Bewitched Sugar Skulls are my current go-to for the stat increases, though
Artaeum Takeaway Broth is also decent if you are still finding you need more Stamina and stamina recovery despite the smaller increase to stats.
Essence of Health and Tri-Restoration Potion are fine for this build, your
Oakensoul Ring is giving you the buffs that many other potions would offer.
Passive Honorable Mentions
Master Assassin from the Nightblade skill line, will work when you are behind the enemy/boss, so remember your positioning for extra Critical Chance.
Illuminate from the Templar skill line, will grant Minor Sorcery passively to you and your group for 20 seconds when you cast
Power of the Light or
Radiant Oppression.
Fated Fortune from the Arcanist skill line, will grant you more Critical Damage after you consume your 3 crux to use
Pragmatic Fatecarver.
Ancient Knowledge from the Destruction Staff skill line will give your direct damage abilities (like
Pragmatic Fatecarver and
Radiant Oppression more damage output for using a lightning staff.
