To unlock the Assault skill-line you have to participate in PvP activities, after that the Assault skill-line will automatically appear in the Alliance War category.
To level up the Assault skill-line in the Elder Scrolls Online you have to participate in PvP activities and earn Alliance Points, often referred to as AP. The numbers are based on a naked level 50 character without any skills, passives, attributes and champion points allocated.
