The Dual Wield skill-line is granted to you after killing an enemy with a Dual Wield weapon. You can use any random Dual Wield weapon that you bought or picked up from a monster to uncover the Dual Wield skill-line. You have to slot two individual one handed weapons, one in your main hand and the other one in your off hand slot for it to count as "Dual Wield".
To level up the Dual Wield skill-line in the Elder Scrolls Online you have to either equip a Dual Wield weapon or slot skills from the Dual Wield skill-line. Having more Dual Wield skills slotted on your active bar will increase the amount of experience that you gain towards the skill-line. To level up the Dual Wield skill-line, you can simply kill monsters or complete quests to gain experience points. Reading books from bookshelves in the Elder Scrolls Online can also sometimes increase your level in the Dual Wield skill-line.
The damage numbers of the skills that you see below are used for comparison. The numbers are based on a naked level 50 character without any skills, passives, attributes and champion points allocated.
