Guide

Build Explaination

In this build, I focused on a Sorcerer entirely focused on Magicka, using Destruction Staff in both Slots.

 

The rotation usually starts with Critical Surge, Razor Caltrops, Daedric Prey, and Unstable Wall of Elements.
During the interval of Skills with damage over time, I use Force Pulse or Crystal Fragments when the damage bonus effect is active.
When Magicka is low, I use the Heavy Attack of the Lightning Staff.
I restart rotations not necessarily in this order, but the idea is always to keep Daedric Prey, Razor Caltrops, and Unstable Wall of Elements active.

 

The Frost Staff is interesting to have for defense due to the shield that the Heavy Attack generates or while Unstable Wall of Elements is active.
I also like to use the Fire Staff instead of the Frost Staff for more damage on single targets.

 

The Maw of the Infernal Set can be obtained in the base game, in The Banished Cells II.
The Defiler Set can be collected in the Morrowind DLC, in the Vvardenfell map.
The Mad Tinkerer can be collected in the Clockwork City DLC.
However, all items except for the Monster Set can be purchased in guild stores.

 

The DPS in PVE is not as high as in meta builds, but it is possible to face several World Bosses with the build and, by changing some Skills, it becomes quite fun in PVP.
Especially because of the Verminous Fabricant (Mad Tinkerer) throwing players up.
When playing in a group, it is important to be careful not to attract more enemies than the Tank. The skill of the Volatile Familiar stuns enemies and usually resets aggro.

I am still trying to get the build with items at maximum quality to find out the maximum DPS capability, but currently with all items at purple quality, I managed to hit around 49 ~ 50 DPS with a good rotation and buffs (Tested on the Trial Boss dummy).

I got the Mad Tinkerer set in yellow quality. I also got the Cinder of Anthelmir set in Oathsworn Pit.
In terms of aesthetics, it is a little more difficult to see Cindermoth, depending on the camera settings, but this set is very effective for area damage. With these additions, DPS increases considerably due to the set's Weapon/Spell damage and the damage type (fire), which has more synergy with the magic build. 
Furthermore, it's still a lot of fun, and I can still solo several world bosses with the Frost Staff, and the dungeons are done a little faster than with the previous set. 
I will be updating if I get all the items in yellow quality, and I bring the DPS obtained in the Trial Boss dummy
