In order to complete the Swamp Rescuer Achievement Guide you need to rescue 8 members of four different villages. These are rare NPCs that will spawn in any of those eight locations randomly for the Swamp Rescuer Achievement. Which means that you can sometimes rescue different villagers in the same location. Sometimes there will be Blackguard soldiers at the spot but no villager. Only when villagers are being trapped by Hackwings or be tied up they will count as rescued, but not if there's just a Blackguard soldier present.
In order to complete the Swamp Rescuer Achievement Guide for ESO you need access to the Murkmire zone, that means you will need to have either the Murkmire DLC or ESO Plus.
