Bank Space
The bank space upgrades are account based in the Elder Scrolls Online, therefore you will only have to do this once per account. However, because of this it is also more expensive to upgrade it!

Upgrade Location
You can visit any bank and talk to the banker, at the bottom you will find a "Buy Bank Space" button where you can upgrade the bank space.
ConclusionUpgrading
bank space is account based, therefore you only have to do it once in
the Elder Scrolls Online. But it also costs more than for example
upgrading your characters inventory.
