Where can you find Tanlorin
Tanlorin companion is unlocked by purchasing either the "Tanlorin, High Elf Agent" or "Tanlorin and Zerith-Var" bundle. The bundles are free to claim if you have an active ESO Plus subscription.
You find Tanlorin trapped in an ice trap just north of Vulkhel Guard Wayshrine in Auridon.

Acquired by completing the achievement "A Bloom on the Horizon."
Completing Tanlorin´s meta achievement A Bloom on the Horizon will rewards the player with the collectible Garland Ring Humming Pick, granting the buff Tanlorin’s Finesse
