Is the Mora's Whispers Mythic Better than Harpooner's Wading Kilt in ESO?

The upcoming High Isle chapter will bring five new Mythic Items to the Elder Scrolls Online. We have already talked about the Oakensoul Ring, a very powerful Mythic that hugely buffs one-bar builds. Check here if you want to learn more about that. Today though we will be focusing on the Mora's Whispers mythic, which is also a little unusual in its own way. But is this mythic any good?
Mora's Whispers Mythic in ESO
Mora's Whispers is a new Light Armor mythic in High Isle, using the shoulders slot in your armor, which first of all means that it will be impossible to use this at the same time as a two-piece monster set.Wearing this mythic item grants you a few buffs. The most important buff that it will give you is up to 1528 Critical Chance, but you will also get up to 10% more crafting inspiration, monster kill experience and alliance rank progression when you are wearing it.
It is important to note however that these buffs are conditional. The strength of the buffs will start at zero, and increase depending on how many books from Shalidor's Library you have previously collected on your current character. If you don't know what Shalidor's Library is, then it's basically just the lore books that you need to collect in order to level up your Mages Guild skill line.
How good is Mora's Whispers in ESO?
The most obvious comparison to make with this Mythic is the Harpooner's Wading Kilt. This mythic gives you up to 1250 critical chance and up to 10% critical damage done, but it utilizes a stacking mechanic where you build up a stack every second by dealing direct damage, but lose five stacks if you take any damage. So while the overall effect is stronger in most cases from Harpooner's, it requires some work and care to keep the buffs, whereas Mora's Whispers will just give you its buff constantly as long as you found enough books on your character.While Harpooner's gives you a little bit less critical chance than Mora's, the extra 10% Critical Damage done means that it is a more powerful mythic in most situations. However you will get better results with Mora's if you are in a situation where you are unable to avoid damage so keep losing the stacks, or you are already at the critical damage cap due to buffs from your group - in such cases the 10% critical damage buff is wasted and you would get more critical chance by just using Mora's instead. This last scenario is very rare though so you probably won't have to worry about it.
In summary, Mora's Whispers is a fairly strong Mythic Item, but it's not likely to be considered "meta" unless changes are made before it goes live. Which is entirely possible, High Isle is still on PTS after all and new changes are being made each week!
