Are the High Isle Overland Item Sets Any Good?

The Elder Scrolls Online's High Isle chapter added three new Overland Sets that can be obtained in the High Isle and Amenos zone. 

Overland sets are sets that can be obtained in a particular zone and its associated delves and public dungeons - usually from defeating world bosses, world events or looting treasure chests. 

This article will be a summary of the new Overland sets. 

Blessing of High Isle set in ESO

Blessing of High Isle is a Light Armor set that increases your maximum magicka and magicka recovery. It also gives you 369 extra weapon and spell damage for 5 seconds whenever you are healed in combat, and this effect does not have a cooldown. 

This means that the set will give you a nice chunk of extra spell damage in dungeons, which will be reliably applied to you as long as you have a healer with you. It's certainly outpowered by quite a few other sets in the game that have similar effects, with examples of such sets being Spell Strategist and Law of Julianos, and trial sets will yield far superior results. However if you want a beginner DPS set that's easy to obtain and improves your magicka sustain as a bonus, then you can definitely consider this set as a viable option.

Steadfast's Mettle set in ESO

Steadfast's Mettle is a Medium Armor set that gives you stamina recovery and maximum stamina. It also reduces the cost of your core combat abilities by 25% when you are wearing all five pieces. Core combat abilities are abilities that are available to all characters and do not need to be slotted to be used, and generally have a unique key assigned to them - this includes block, bash, sprint, sneak, dodge and break free. 

This is quite a niche effect and most players probably won't find it too useful. The players who use these skills the most, generally speaking, are PvE tanks and PvP players, so for these roles this set may be more useful. For PvE tanks it would definitely be a "learning to play" type of set that makes sustaining easier while you are learning how to tank - it's not advisable to use it long term on your tank as there's so many better options available that can do an awful lot of good for your team. For PvP builds though things tend to be much more flexible and you can be as selfish as you want with your sets without worry. Experimenting with this set may allow you to outlast and outmaneuver your opponents.

Systres' Scowl set in ESO

Systres' Scowl is the third and final overland set added in High Isle. It's a Heavy Armor set that applies a unique debuff on an enemy called Systres' Scowl for 15 seconds. When you or someone else light attacks that enemy, it will take an extra 1973 frost damage, and this effect can be triggered up to once per second.

This set could be an option for beginner tanks as it's easy to obtain and it does help your team a little bit by augmenting their damage on enemies. 

It could also be useful to increase your group damage output if you find yourself in a random dungeon group with extremely weak DPS players - in these cases the DPS players might benefit more from this extra 2k damage on their light attacks than they would from a buff like Minor Courage from Claw of Yolnahkriin for example. Generally speaking the effectiveness of those types of weapon and spell damage buffs becomes higher and higher based on the skill of the damage dealer. If their base damage is very low then damage procs will outpower buffs, but in all other cases the buffs will be a better option.
