Shattered Imperial Warbear Armor in ESO is bought from Tel Var Collectibles Merchant with 100,000 Tel Var and you combine it with 20 Siege of Cyrodiil Merits.

Shattered  Imperial Warbear Saddle in ESO is bought from Cyrodiil War Researcher with 100,000 Alliance Points and you combine it with 10 Arena Gladiator proofs.
