The Caluurion's Legacy Set is being Stealth Nerfed in ESO's Next Update

While most changes to the Elder Scrolls Online that are expected to hit the live servers in the Lost Depths update can be read on the PTS, this isn't the case with all of the changes. Sometimes there are "stealth" nerfs or stealth fixes, where the developers change something without writing about it in the patch notes, for reasons unbeknownst to us.
This time around, one such stealth nerf has been applied to the Caluurion's Legacy set, however depending on what you are using the set for, it might not actually be that much of a nerf for you.
Why is Caluurion's Legacy Being Nerfed in ESO?
Since there is nothing about the nerf in the patch notes, and therefore no developer comment, we can only speculate. However we can speculate with quite a lot of certainty in this case, since Caluurion's Legacy had a primary purpose in ESO, where it was giving players a large amount of extra power.
Nightblades probably love this set, however for everyone else it can be a big pain. The dominance of proc sets in Cyrodiil has been quite problematic for a while now, as the ease of proccing them on enemies causes extremely high burst damage which has very little counter-play in a lot of cases.
What is Being Done to Caluurion's Legacy in ESO Lost Depths?
While the changes are only on the PTS, meaning they technically are not final, the fact that the nerf was not mentioned in the Patch Notes most likely means that this change will not be getting reverted before Lost Depths goes live.
- The strength of the damage proc was significantly reduced, by more than half.
- The cooldown of the set was also halved, meaning you can deal damage with it every 5 seconds rather than every 10 seconds.
However in PvP where burst damage is king, the reduced damage will make bursts from the set more survivable and increase the amount of counter-play.
