Catch Fish Faster!
You get Perfect Roe randomly from fishing in any of the fishing holes around Tamriel. You can speed up fishing a little bit by using the Artaeum Pickled Fish Bowl buff-food. The buff food speeds up the time for a fish to take your bait, therefore reducing the time it takes to get a fish.You can buy the Artaeum Pickled FIsh Bowl in the guildstores or you can farm the recipe in the Artaeum zone.
Travel Time
Reducing the time it takes to get from one fishing hole to another is also a key improvement point. Using a character with maximum mount speed will already speed up the time to get to the next fishing hole. In addition, you can also use the skill Rapid Maneuver to give your mount and yourself a speed buff, that way you are lightning fast!
