Zenimax Bans Hundreds of ESO players just before High Isle Launch

Last Friday on the Official ESO Forums, Jessica Folsom from Zenimax announced that around 400 players had been banned for cheating. Apparently they had been caught using a third party cheat program to manipulate the game client.
This is far from the first time that there has been a "ban wave" in ESO when many people were detected doing the same violations at the same time. Previous notable examples include mass bans of endgame PvE players who exploited bugs to earn trial achievements, and PvP players who used Cheat Engine to gain superpowers such as flying and unlimited ultimate generation.
Are ReShade users safe?
Not much additional detail was given about the nature of the programs that the banned players were using, and this vagueness also sparked some concern from some ReShade users on the Forums, and some debate as to whether or not using ReShade in ESO is legal under the Terms of Service. The general consensus seems to be that using a ReShade is fine as it does not alter any of the game files, but just adds post-processing effects onto the game's visual output. There are also some content creators who use ReShade in their screenshots and YouTube videos.
Nevertheless, it would be helpful if someone from Zenimax could come out and definitively say whether or not ReShades are allowed, so that players can relax about it.
