I made this as a reference for myself and some friends. I have decided to make it public so others can perhaps benefit from it :)

OTHER THOUGHTS:
This build makes use of ESO's subclassing. The Arcanist class is the base class, keeping the Herald of the Tome Skill line, and adding the Nightblade Assassination Skill Line and the Templar Aedric Spear Skill Line.
HEALING BURST can be replaced with some version of VIGOR, but remember that VIGOR uses Stamina, whereas HEALING BURST uses magicka. I'm not sure which of the two options is best.
My build uses DARK ELF for race, but I don't consider that essential. Refer to the YouTube Video for more info on this or anything else regarding this build.
Parse:
Use Lava Food Soup-And-Saltrice buff food.
Replace the Fitness CP “Celerity” with “Rejuvenation” which will help with sustain. This might even be a good idea in regular content when you don't need the additional speed provided by Celerity.
Group Content:
Fitness CP - You might want to experiment with this a bit. Dooma from The GameRoom suggested “Bloody Renewal” for Stamina recovery. I think using “Rejuvenation” also makes sense for sustainability. Celerity is the one that makes the most sense to replace here (your mileage may vary).
Warfare CP - Might want to slot in something different in place of Exploiter. Dooma from The GameRoom suggested “Untamed Aggression” but which one you pick is situational.
For Buff Food, use Dubious Camoran Throne for most content and Artaeum Taeaway Broth for very sweaty content.
Might want to switch the front bar Ultimate to the other morph called “The Tide King's Gaze”
If you feel you need a shield of some sort, there is one in the Templar Aedric Spear Skill Line called “Sun Shield" (this is the base version). I suspect this might be helpful for some content. If you feel you need this shield, I would slot it in place of Quick Cloak.
Solo Content:
Please note that the build, as I've covered it, is the group version. However, Dooma from The GameRoom suggests several changes for solo play, and I'll cover most of them here, but again, watch the video for full details! For casual solo play, like Overland content, I suspect option 1 below is the only real change most will need, unless doing harder solo content, like Vet Vateshran Hollows, etc.
1. Replace the Warfare CP “Exploiter” with “Reaving Blows” as this will give you healing while beaming.
2. Replace the chest with a Heavy version (instead of Medium) and use the Reinforced Trait (still use a Stamina Enchant on it)
3. Switch the monster head to Kra'gh Mask for the 1-piece Penetration bonus (still use the Stamina Enchant on it). Note that there are several other 1-piece Monster Heads that have the same Penetration bonus, so any will do here.
4. Change the Mundus stone to “The Serpent”
5. Change the Banner (the 3rd option) to the “Savagery and Prophecy” script, and due to this change, you should also change your food to Tri-Stat like the Crown Tri-Restoration Potions, etc.
6. He suggests replacing the Templar skill line with… options. I suggest watching the video for this aspect of the solo play build.
