While the specifics of this build will be a Breton Dragonknight, any race and class can take advantage of the framework with no determent to the overall effectiveness.
The main gear of the build is Oakensoul Ring, Sergeant's Mail (5 Set), and Slimecraw Shoulders (Light).
The remaining 5 pieces can be any damage-focused medium armor set. Options include:
-Arms of Relequen (Perfected or Regular)
-Storm Master
-Tharriker's Strike
-Unfathomable Darkness
-Deadly Strike
-Briarheart
-Ansuul's Torment (Perfected or Regular)
-Order's Wrath
-Red Eagle's Fury
-Claw of the Forest Wraith
These are just some of the sets I have tested, and they all fall within an acceptable damage range. Keep in mind, when you select gear you need to consider the two, three, and four set bonuses as well. Ideally you will hit penetration and critical damage cap first, which can change depending if you are solo, in a four man group, or in a trial. After that, it is generally considered that Critical Rate > Weapon and Spell Power > Stamina/Magicka.
If you are wondering why I leaned into Stamina, the reason has to do with overall utility. ESO determines you damage off you higher stat between Stamina and Magicka, so depending on how you build, either stat can be your main stat. With Oakensoul + Lightning Staff, you are restoring Magicka with every heavy attack. This means you don't need Magicka for sustain, so if you dump everything into Stamina, you get the same damage, but you have more resources for sprinting, dodging, and blocking.
The reason I am using Relentless Focus instead of Merciless Resolve comes down to ease of use. Your rotation will be Heavy Attack → Skill, Heavy → Skill, etc.
With Relentless Focus, two heavy attacks will give you 4 stacks, which is enough to fire off the bonus arrow every other heavy attack.
So your rotation becomes Heavy Attack → Skill 1, Heavy Attack → Relentless Focus, Heavy Attack → Skill 2, Heavy Attack → Relentless Focus , Heavy Attack → Skill 3, Heavy Attack → Relentless Focus, repeat ad nauseam.
This is what is called a ‘static’ rotation. You don't need to watch timers and can instead focus on mechanics. Skills that have ~20 second effect or damage over time fit perfectly into this rotation without too much wasted efficiency. Eventually you can move to a dynamic rotation, in which case the Merciless Resolve morph might prove to be more DPS.
Again, this is only intended as an introduction build, to ensure you can carry your weight in any content. While this build will raise your floor, it is up to you to push beyond and see how high your ceiling gets.
