Will the Turning Tide Set be Obsolete in the Next ESO Patch?

Earlier this year in the Ascending Tide DLC, the Marea cambiante set was added to the game. This set pretty much immediately found its way into the meta for tanks, due to its ability to easily apply a decent uptime of Major Vulnerability to enemies , a powerful debuff that was previously only sourced from the Necromancer skill Coloso gélido and its morphs. 

However in the upcoming Lost Depths DLC, there is a new set found in the Enclave de Raíz Terrosa dungeon that threatens to make Marea cambiante obsolete only six months after it first made an appearance in the game.
