I just wanted to create something like a settlement with a truly resort-like, sunny atmosphere. A place where my character could go and just be there - in a fun company or even alone. Peace, relaxation, and the enjoyment of being carefree - all things that someone who regularly saves Tamriel from another disaster (or harvests hardwood!) might miss.
