shield throw, bloody soul, elemental susceptibility, hold heavy while they dodge, destro reach and entropy hope for a poison, they round up in seconds and tick at 1s interval, proccing poison status which does recalculate (bloodthirsty to actually kill when they’re low, but swift and protective infused are all good, swift I used before hurricane)
— shield throw 3x proc will hit with DA bonus, major breach, and brittle and concussed applied. hits hard and they will usually dodge roll. add the other two dots hopefully with a poison. weave in merciless resolve (I like to dragon leap into merciless) and bar swap so it will get your 20% crit damage from the frontbar
with old draconic, utilized a lot of “damage taken“ reductions to benefit all the shields (hardened armor, dragon leap, and ice staff heavy attack), that was a deciding factor in choosing blue cps. I think another reason the ice staff heavy is better than fire is because of the shield and the blocking with magicka. ice staff gives 10% on crits which do scale with DA/DG (crit and “damage taken” scale)
