High Elf + Light of Cyrodiil + Meditate&Deliberation = 50% reduced damage taken
Buffer of the Swift +10% vs players, but I placed Thunderbug's instead for area damage output benefits.
Max Magicka increases the damage of Tormentor and Volatile Familiar, which are the damage morphs.
Esoteric Environment Greaves: +50% reduction to damage taken from direct damage, but doesn't include ground or DoT.
Meditate is constantly regenerating your stamina, keeping it above 50%, keeping it proced.
Revealing Flare slotted grants Major Protection, reducing damage taken by 10%.
Bound Aegis grants Minor Protection, Minor Resolve, and increases Max Magicka by 8%, reducing damage taken by 5% and increasing armor by ~3000, and granting extra spell damage.
Bound Aegis on Backbar so that you can use pets, required buffs, and required ability, on main bar.
Revealing Flare also increases magicka recovery by 10% if you have the passive purchased.
Radiant Magelight makes you immune to the stun from sneak attacks and grants extra critical via the buffs, and with passives also increases Max Magicka by 2% and Magicka Recovery by 2%, reveal lasts 7 seconds when cast, and grants Empower for 10 seconds when cast.

Warfare Passives
2% reduced damage taken from magical and martial, aka all sources (except oblivion damage)
10% reduced damage taken from NPCs - pair with Buffer of the Swift and you can consider as all sources. Otherwise use Thunderbugs, such as when you go dungeon crawling.
Warfare Slotteds
Cutting Defence: damage close enemies attacking you
Duelist's Rebuff: 6% from single target (direct and DoT)
Enduring Resolve: 6% from DoT (ground, area, single target)
Unassailable: 6% from Area (direct & DoT)
Ironclad Shouldn't be needed as Direct should already be 100%.
Duelist + Unassailable = 6% from all sources
Fitness Slotteds:
Juggernaut reduces damage taken by 5% while under CCI
Hardened improves the duration of CCI
Fortified grants extra armor
Spirit Mastery reduces time to revive allies
Fitness Passives
Reduce cost of break free
piercing gaze, increase the radius you can detect stealth by 3 meters
Others aren't as important but are still beneficial
Craft perks aren't very useful to this build, but some might be useful
