Tip: You can get a Darloc Brae's ring with swifty trait already on it from the following quest in Northern Elsweyr Ashen Scar, called “Path of the Hidden Moon”. 

Champion Point slotted abilities are in order of importance. Prioritize those slot able passives first.

Weapons: Using 1H maces/shield and 2H maul because of the “Heavy Weapons” passive in the Two Handed tree. Which increases your penetration. We want to stack as much penetration as we can since we have low damage and critical chance.

Gear: Using 7 pieces of Divines gear and The Steed Mundus Stone will provide you with an around additional 15% movement speed and 360 Health Recovery (helpful to counter the Vampire debuff)

Vampire: Ideal aim for stage 2 vampire to get the "Strike from the Shadows" passive to provide a little extra burst damage on NPCs.

Here is a breakdown of the best in slot skill loadout. 

Main Bar - Thief 

• Slot 1: Concealed Weapon (NB) - While slotted, your Movement Speed while Sneaking or Invisible is increased. Passive is applied while on either bar.
• Slot 2: Shield Throw (1H&S) - Awesome skill that will freeze target, interrupt them, and most importantly, the ability to pass through enemies. Useful if you get cornered.
• Slot 3: Defensive Stance (1H&S) - If timed correctly, can reflect the guards chain pull projectile. 
• Slot 4: Shadow Cloak (NB) - The bread and butter of Nightblade thief. Become invisible for 3 seconds.
• Slot 5: Race Against Time (Psijic) - Increases movement speed by 30%, removes and grants immunity to snares and immobilization for 2 seconds. This is your oh no button.
• Ultimate: Soul Tether (NB) - Mainly slotted of the Magicka flood passive within the Siphoning tree, however, can also provide a stun with healing.

Back Bar - DPS

• Slot 1: Concealed Weapon (NB) - While slotted, your Movement Speed while Sneaking or Invisible is increased. Passive is applied while on either bar.
• Slot 2: Carve (2H) - Used for AoE damage and provides a small damage shield.
• Slot 3: Reverse Slice (2H) - Execute that deals AoE damage to nearby targets. Useful if fighting more than one NPC.
• Slot 4: Shadow Cloak (NB) - Placed on both bars so no need to swap to stealth away. Become invisible for 3 seconds.
• Slot 5: Forward Momentum (2H) - Try to keep up at all times. Provide 20% increase to weapon/spell damage and 15% to stamina recovery. Additionally activating removes and grants immunity to snares and immobilization for 4 seconds.
• Ultimate: Soul Tether (NB) - Mainly slotted of the Magicka flood passive within the Siphoning tree, however, can also provide a stun with healing.
